Fire risk management systems (FRMS) – BS:9997

MMRA, a member of the Mott MacDonald Group, was established to provide independent assurance, inspection and certification services.

One of MMRA’s activities is to assess, audit and certify FRMS to the BS 9997:2019 standard, developed by BSI. MMRA is the first Certification Body to be formally Accredited by UKAS as a Third Party Certification Body. MMRA can offer assessment and certification of a fire risk management system to the BS 9997:2019 standard.

What is BS:9997

The introduction of the British Standards Institution (BSI) BS 9997:2019 – Fire risk management systems standard presents requirements for an organisational fire risk management system (FRMS), providing the basis to build a resilient and robust management system.

Who needs BS:9997:

• Organisations that operate on multiple sites.
• Separate management divisions within an organisation.
• Individual premises within a single entity.
It is applicable to any organisation, regardless of its type or size, or the products and services it provides

Impartiality

MMRA Limited is a Mott MacDonald Group company which undertakes certification assessments. It is entirely separate from Mott MacDonald Ltd, the organisation which carries out consultancy works. MMRA is managed by the Head of MMRA.

MMRA has an established Impartiality procedure.

This scope of the procedure is to ensure that:

  • certificates are issued after an impartial and independent assessment has successfully been carried out;

  • staff used by MMRA have no conflict of interest;

The procedure also ensures that each member of MMRA staff, including contracted personnel and consultants shall:

  • have had no involvement with any activities carried out by others that may create a conflict of interest;

  • have signed confidentiality agreements;

MMRA staff sign a confidentiality agreement confirming that they will:

  • treat as confidential all information, including customer information, which comes to their notice in the course of, or in connection with, their role within the Company. The observance of strict confidentiality in relation to the Company’s business is a constant condition of a person’s role and continued employment within the Company.

Where a client requires that MMRA staff sign a specific confidentiality agreement, a copy shall be retained in the project files and be available for review on request.

Suspending, withdrawing or reducing the scope of certification

MMRA may suspend, withdraw or reduce the FRMS certification in cases when, for example,

  • The client's certificated Management System has persistently or seriously failed to meet certification requirements, including requirements for the effectiveness of the FRMS

  • The certificated client does not allow surveillance or recertification assessments to be conducted at the required frequencies

  • The certificated client has voluntarily requested a suspension or withdrawal

Under suspension, the client's Management System certification is temporarily invalid and MMRA will formally notify the client advising them that while suspended they should not use the logo, the certificate or imply that they have a certificate in any correspondence or any media.

Failure to resolve the issues that have resulted in the suspension in a time established by MMRA shall result in the withdrawal or reduction of the scope of certification. Suspension should not exceed 6 months.

MMRA will restore the suspended certification if the issue that has resulted in the suspension has been resolved. Failure to resolve the issues that have resulted in the suspension in the time set by MMRA will result in withdrawal or reduction of the scope of certification.

MMRA will reduce the scope of certification to exclude the parts not meeting the requirements, when the client has persistently or seriously failed to meet the certification requirements for those parts of the scope of certification. Any reduction will support the requirements of the BS 9997 standard.

MMRA FRMS logo

Once you have achieved certification of your Fire Risk Management System, MMRA will authorise you to use their logo which demonstrates that we have approved your company’s Management System to BS 9997:2019 under the terms set out under United Kingdom Accreditation Service (UKAS) accreditation.

Using FRMS logo

The logo can only be used in relation to those aspects of your company covered by the scope of your approval, and the locations referenced on your certificate.

You can use this logo on your advertising, publicity literature and stationery. However, the following criteria must be followed relating to the size and content of the logo.

  • The logo needs to be kept in proportion if scaled up, and if used on email, letter, brochures etc, the UKAS part of the logo should be no smaller then 20mm in height
  • It should be noted that the overall logo should be no smaller than 30mm
  • You cannot use the UKAS Logo independently of the MMRA Logo
  • If the Logo is changed, MMRA will advise you on the action to be taken

The MMRA logo must be used so that it:

  • Conforms to the requirements of MMRA when used by the certificated client in any of their media

  • Does not permit any misleading statement regarding the clients FRMS Certification

  • Does not allow its use in a misleading manner

  • Does not imply that the certification applies to activities that are outside the scope of certification

  • Does not bring MMRA or the certification system into disrepute and lose public trust.

Misuse of logo

Misuse of the logo can be grounds for withdrawal of the FRMS certificate, if no action has been taken following attention to its misuse.

If your company’s approval is withdrawn, you must stop using the Logo and withdraw any material carrying it.
